I agree. This certainly looks like Bill Cooper. I have a photograph of a Bill Hooper (which I believe he was also named in some magazines, rather than Cooper). The photo is credited to Douglas. The caption says: "Bill Hooper-one of Detroit's best built athletes is a sun worshipper and never misses to take advantage of the benefits of sunbathing. He is tan almost all year round." It's on page 30 of a unknown magazine issue.
I'm guessing, but I think this might be Bill Cooper. (Wish I could be sure.)
